Without reading and understanding there is nothing that can be done because every learning area evolves around those.

I was in particular interested about the ” stop, drop, and read” I think it is a great approach to helping learners develop such positive attitude towards reading. I can already picture it in my head with the whole school participating and actually adopting it as a culture.
